My washer starts filling, but the water drains out. If i unplug it it fills properly. It will work fine for a couple of loads, then you have to unplug it again. Is the drain pump sticking open?

Drain pump does not engage or pump the tub empty. The pump spins freely and the magnet on the rotor can be felt to be working through the plastic housing. Is the outer electromagnet known to fail? I cleaned the rust off of it and reinstalled yet it still does not work.
