Cable was broke.
Pushed the cable through the engine mount.Connected the cable to the engine slider. Pulled cable through the previous tie down connected to the lower end of the bar. Attached the connector on the cable to the hole in the lawn mower bar near the top of the bar.. Attached the top end of the cable to the on/off bar where you push the mower.

My self-propelled lawnmower did not function. The front wheel assist did not work.
I removed one of the wheels and noticed that the gear teeth were worn off. I then checked the other wheel and it was the same. I ordered two replacement wheels and replaced the worn wheels with the new wheels. It took less than 15 minutes to remove the old wheels and replace with the new wheels. It took a ratchet and a 9/16 inch socket. It was a very easy repair.

Worn high wheel rear bushings.
Remove 3/8 nut with a 9/16 wrench. Re move wheel from mower the remove old bushing clean. Install new bushings (2 piece bushings). Reinstall the wheel on to the mower.
