We are in need of upper middle dishrack due to rust. Is part number MGR62762101 the basic plain rack and does part number AHB73249227 include all clips, tines, rollers etc.?

I need to replace the upper rack (PS12749076) due to rust. Can I purchase just the rack rather than purchase the entire assembly (PS 16223129) the entire assembly and use the assembly parts of the old rack on the new rack.?
