I get E09 at the end of the wash, What needs to be replaced?

Lower tines rusted out and would not hold dishes to clean them properly.
Removed two rusted tines lines, then I unclipped the stabilizers, installed four other positioning clips, put the two adjustable tines in the two vertical plastic stabilizers at the ends of the lower baskets. dishwasher not draining, dishes dirty
replacing the sensor was simple, just unplug and turn it out, but didn't solve the problem, it's a float sensor that doesn't show up on the tech sheet in the dishwasher or anywhere in troubleshooting on the internet I could find.
