dishwasher is not draining completely at end of wash cycle.. also remaining water has bad smell to it

It is a component that captures food debris and other particles during the wash cycle. It helps to prevent these particles from being recirculated through the dishwasher and potentially re-depositing on dishes. The filter needs to be cleaned or replaced periodically to maintain the dishwasher's performance. When clogged, it can sabotage the draining process. I ordered a new replacement basket. The new one is a little different but it fits in the same place and takes up the same amount of room in the dishwasher. It looks very nice too.
