Where does the fuel filter go? Not clear that I can find anywhere

How do you set the initial carburetor choke to start the mower?
Normally most lawn mower carburetor chokes are set to closed position.
This machine has a wound spring on the top of the choke rod holding the choke open. I don’t see anything in the parts diagram indicating a lever to close the choke.

Hi Joseph, thank you for reaching out. Open the choke all the way if you notice that it has been closed. If it has been open, the carburetor may be flooded. Close the choke, and pull the starting cord a few times. When you get the engine to sputter, open the choke, and try starting the mower. After it turns over, close the choke to keep the engine running. We hope this information is useful!

Does this part come with the outter sponge like filter around it?
