Water drips into tub when machine is not being used.

My washing machine is constantly unbalanced. I have replaced the pump and the clutch and made sure it is level. I am not sure what else I could do.

Wash cycle starts but does not agitate and does not advance in cycle, it just sort-of makes sounds like it wants to agitate.
Repair person said $345 for new transmission, I want to find out if it is anything else, like possibly the clutch, first.
Agitator is now off, machine is upside down, looking at removing the motor. Drum turns with motor, so maybe not clutch?
Got bolt off the bottom motor shaft, tapped lightly with a hammer, got it to release, when I lift up on the motor there is slight resistance and when I release it pulls back down. either spring or magnetism of the motor?

Very simple to repair. Be sure to drain the tub outside or into the sump pump then lay the washer on its side. The pump is right there on the bottom of the basket with 3 bolts. You will also need to remove the belt cover to get to the plug. So simple and saves you hundreds off repair man prices.
Use putty knife to unlock top panel from base. Remove 2 bolts from back of washer holding control section. Don't take completely off. 2 bolts needs to be removed to unsecure top from base. Lastly 2 screws hold lid in place. Remove lid. Slide top panel to left just to access lid lock. Unplug sensor. 1 screw and tabs hold lock in place. Wat
