Cable was broke.
Pushed the cable through the engine mount.Connected the cable to the engine slider. Pulled cable through the previous tie down connected to the lower end of the bar. Attached the connector on the cable to the hole in the lawn mower bar near the top of the bar.. Attached the top end of the cable to the on/off bar where you push the mower.

Drive cable broken
Remove the front drive cover and disconnect the old from the drive, hook the new drive cable to the drive, and connect new cable back to the handle. Reinstalled the drive cover, started unit, and test that the drive was working correctly.

Front drive wheel locked up, causing the mower to not be able to be pushed.
Removed wheel by pressing off the plastic hub cap exposing the nut holding the wheel. I removed the nut, then pulled the wheel straight off the axel shaft. This exposed the broken dust cover. I they wiggled the dust cover off, cleaned the dirt from inside the wheel, placed the new dust cover, replaced the wheel, nut and hub cap.
