Washer starts with 2 bursts of water but will not fill, agitate, or spin on any cycle. Pump runs. Drain and spin function may start with 2 bursts of water, lid will lock, pump will run. Then, does not spin. Circuit board has been replaced. Is the motor faulty?

The washer is just making a clicking sound after the water comes in the bowl does not do anything but sit in the soak mode and the spin does not start
