Could this part malfunction in a way that allows the bottom element to heat but not the broiler element? The broiler element tests positive for continuity.

Hi John, Thank you for the question. Yes this is possible.If the Broil element and the terminal block is testing good and the control is set to Broil, I suggest replacing the board. Good luck with the repair!
