Do I need part number 23 to install a new heating element.
For model number GE HEATING ELEME E03 - Part# WD05X10007
Hi Diane, thank you for your inquiry. The insulating sleeves, part number PS12726332, are used to cover the terminals of the heating element. If you observe that they are damaged, you may replace them as well with the new heating element. We hope this information helps!
