Is the PBC board the one that is in the door that controls the ice maker??

Hello,
I am not receiving water to my ice maker. I have changed the primary and secondary water valves. They both have continuity. When I reset the ice maker, to see if it will send water, the secondary valve hums like it should, but not the primary ice maker side. I believe it is electrical. Please help
