Can a faulty temp control cause the fridge to get too cold.

my freezer on this unit works great, however the refrigerator freezes everything as well. It will not turn off in the off position on the control. so am I correct in replacing the control temp?

Temperature holding at 54 in refrigerator compartment while freezer is holding at around zero. Refrigerator is just under 5 years old. Can you help direct me to the most likely issue?
