Hello Rob, thank you for your question. This part is just the element. It has the two wires that go into the connector, but it does not include the wiring that plugs into this element. I hope this helps!

The dryer runs but there is no heat at any setting.

Hello Leland, thank you for reaching out. Based on the description that you have provided, we would recommend checking the cycling thermostat. If it is not faulty, then you may need to replace the heating element, part number PS11738031, to solve the problem. We hope that helps!
