Broiler element in bottom oven does not heat, bottom element OK. Tested upper element and not shorted or open. Do you think it is the relay board. No display problems.

Yes, if the broil element tests fine, then a faulty relay on the control board is the most likely cause for the broiler element not heating while the bottom bake element is working. Its part number is PS1152192. You may need to replace it to fix the issue. We hope this sorts out your problem!

We are having intermittent problem. Oven will not heat. When we throw the breaker it will then work for a short time. Then it stops working. Both ovens are same. We have put in new elements and sensors. Will the board relay dual oven correct this problem?
