New parts can sometimes have stiff rubber seals, or a tiny piece of debris may have fallen into the housing during the installation. Disconnect the power. Reach into the sump basin or pull the pump back out and try to spin the plastic fan blade by hand. If it resists, it is jammed. Spin it manually a few times to break it loose. If the issue persists, then check the incoming voltages to the drain pump using the multimeter. If it reads less than 110V–120V AC, the control board is faulty and it may need to be replaced.
