It is recommended to replace this harness when replacing the icemaker.

When the icemaker shut off arm is high enough the ice maker will shut off and no more ice will be made until the level of the ice in the bin drops. Also the ice maker can be turned off by lifting the arm all the way to the top until in a locked position.

This is an ejector arm, and it is used in conjunction with your refrigerator. The function of this part is to act as a cube ejector inside your ice maker. The arm will rotate inside the ice maker to allow the ice cubes to fall out of the marker and into the ice bucket.
