Part #296476
The fuel pipe attaches to the carburetor and is made of plastic. This item is priced as an individual replacement part. This is an OEM part sourced directly from the manufacturer and used in engines and lawn mowers made by Briggs & Stratton and Toro. It might require a set of pliers to replace this item. It will need to be replaced if it becomes broken.

Rope-starter
Part #66734
This is a genuine part which is supplied directly by the original equipment manufacturer and is used with Briggs and Stratton and Toro engines. When pulled, the starter rope engages starter spring causing the engine turn fast enough for the ignition module to generate a spark to ignite the fuel in the cylinder. This part is made of nylon rope and is sold individually. To install the rope you will need a screwdriver and socket wrench. Turn the starter spring to build tension and recoil the rope inside.
