The outer quadrant attaches to the inner quadrant. This item is made out of plastic and is sold individually. It is an authentic OEM sourced item which is specially produced for use with chippers, shredders, cultivators, lawn mowers, and trimmers made by MTD and Troy-Bilt. During the installation process, no tools should be needed to replace this part. It will need to be replaced if it becomes broken.
