Pliers, Screw drivers
Removed the broken shaft by beaking it. Cleaned the metal shaft and coated it with light lubricant. Drove the new shaft on with a rubber mallet.
Would have been helpful to know if there is an easier way to remove the sleeve other than breaking it apart. In this case the sleeve was in bad shape and there was no problem with

the motor shaft sleeve cracked

First I chiseled the cracked and damaged sleeve with a flat head screwdriver until it was off of the steel shaft. Then I put some lubricant on the steel and hammered the new part on with the mallet.
