This is only the return pipe, note that the supply pipe is sold separately. By pressing the primer bulb it will fill the carburetor with fuel, once it is full the excess fuel will be forced back into the tank through the fuel return line. Over time the material may deteriorate and crack eventually requiring replacement. It is made of high-quality plastic and it is sold individually.
