Top of agitator would't turn
remove top cap on agitator, remove seal from inside of agitator tube( seal looks like garbage disposer stopper)now you see top of bolt head, use 7/16 socket with a 12 inch extension, hold bottom of agitator to keep it from turning while removing bolt, pull up on agitator top to remove, remove assembly that holds the cog's,slide off retainer ring, replace with new cog's, (when reassembling match pins in bottom part of agitator to slots in top part of agitator.)install bolt, install seal(use some laundry detergent so it slides in easily),put cap of agitator back on. that's it

top agitator not spining, but bottom ok
took top agitator off, cleaned it (needed anyway), replaced agitator directional cogs, replaced washer (old one was too soft to reseal) upon bolting back together. Oddly the repair kit on this website does not include a washer - I only bought the cogs - it turned out to use the same washer I use on my kegerator

I had to pry cap off top of agitator. Using a 9/16 socket a 4" extension 3/8" rachet. I loosened the nut holding the top of agitator to the bottom. The reached into the opening and slide the cog holder out. Removed the reainer ring and slide the cogs out. Installation is the reverse. total time less than 15 mins. My agitator is now agitating. top part of agitator did not move clothes. also did not spin clothes good.
with socket and rachet with adapter took me like one min. to take off part about one min. to take it apart to get to cogs. and about two mins. to put back together. i say it took 15 to 30 mins. because while parts were off and apart i cleaned them all before putting back together. can't beleive such little parts caused so much trouble. machine runs like new now. thank you

Top Agitator Not Engaging
Just follow the partselect video connected to the part! I have tracked down some appliance parts locally in the past but I must say that using partselect was so much easier and educational than driving across town and/or making calls. For $10, the 10yr old washer is back and operational as it should be. It's only about a 15 minute job but after reading other comments here, I went ahead and cleaned the scum(yes you have it too) on the inside of both the bottom and top agitator pieces. If I need appliance parts, I will be back to partselect. Ordered Sun at 930p and got part Tue at 10a. Great Job! Great Service! Good to see it still exists out there.
