Whenever I pull the pull rope it just spins and rewind itself but engine will not start the pull rope and cover have good tension on it so would this fix my problem.?

The bearings fell out of my clutch starter on my gb4000 generator, Would this come with bearings already?

How many ball bearings should be inside the starter clutch?
