How long is this belt

Auger is not turning, shear pins are intact, auger belt measures approx 1/2"x42-3/8" and
I see that the belt should measure 1/2"x42"... is a 1/4"-3/8" stretch enough that it would not allow the auger to engage?

Yes, the little difference in length could absolutely cause this problem, however, a faulty pulley PS8882138 is more likely to be the problem, in this case, you should check for signs of damage, and replace if necessary.
