The rotor seems to turn but the drum is not turning at the same speed when there is a load. The bolt seems tight, but it also appears that it is not tight enough to turn the drum correctly. The lock washer is fully compressed. Should i replace the rotor? How can I figure out which piece is loose/ broken?

Thanks for your question. You may want to consider replacing the rotor sensor assembly, part number PS3529186, to begin with. It could also be worth replacing the motor rotor bolt, part number PS3522868. If neither part works, the rotor assembly could then be considered or the drain pump and motor assembly.
