Does the compressor kit come with a capacitor?

Both refrigerator and freezer are not cold enough. Both temp gages are accurate. Freezer 28 refer 59. Can’t hear the compressor running. Does that suggest a new compressor is needed?

My current compressor has a high pitched continual tone while it is running and stops after the refrigerator gets back to temp. Does this compressor do the same thing or would replacing it fix my problem?
