Terminal Block WP33001244

So i fix appliances but it's been a while since i have and a friend of mine called me saying it smelled like something was burning on his dryer. I take a look at it and his i think it's a ground wire coming from his power cord to the dryer terminal block is completely fried. So much so that i barely touched it and it just came off the terminal block the screw and all. So obviously he needs a new terminal block but my question is on the wiring diagram it shows an l1 on the left side n in the middle and then l2 on the right side but i didn't see any ground wire. And on his dryer the wire on the right side which has Green insulation around it usually indicating it's a ground wire is the one that is burnt. Am i wrong about that wire being a ground wire or is his dryer wired incorrectly?

My dryer won't start. Door is closed fine. It's getting electrical power because the light is on inside the dryer. The control panel doesn't seem to be getting any power maybe - when I turn the knob for dryer setting and set it, you can usually hear a faint quick ticking sound like a timer, like it's starting to move, you push the power button and it starts up. But now, you don't hear anything. Pushing the power button and holding it down produces nothing. It did this once about three weeks ago and then the next day it was working again. But last night, it stopped working again, same issue, and still doesn't. Looking for a part(s) to fix it. Please advise.
