This radiant heater may also be known as a radiant surface element and is a part for your range. The function of this heater is to supply heat to the cooking area that is on the top of the range. This piece is roughly 9 inches long, and 7 inches wide. The most common symptom for needing to replace your radiant heater is if your burner is not heating. Before replacing this part, it is always a good idea to test it for continuity. To make this installation you will need a Phillips screwdriver, and a 14-inch nut driver.

Removed the back of the Range. Removed one wire at a time from the old PCB and placed it in position on the New PCB. Then secured the New PCB in the holder. read more

I searched online and found someone that seemed to have the exact problem. That person had replaced the lower burner and the same PCB board I replaced. I was able to test the lower burner without removing it and it tested OK. The PCB board in the article I had checked was burned and obviously bad but mine was not.
