Engine runs, cylinder moves, starts to split then won't move to finish splitting?

Hello Charlie, thank you for your question. It could be a clogged hydraulic fluid filter can impede hydraulic fluid flow and prevent the cylinder from extending the wedge. Check the hydraulic fluid filter and replace the filter if it's clogged. Or, it could be that you need to replace the Control Valve PS9460786.
