Bottom of silverware basket broken. Allowed untensils to hang down to stop the sprayer head.
Removed handle from old silverware basket using a pocket knife to unsnap the tabs. Then snapped handle on new basket.
Since ordering parts already, I took the opportunity to replace a broken clip on the adjustable peg section of the lower rack. This was a snap out/snap in operation and required no tools.
After replacing basket, sprayer head spins freely and dishwasher cleans dishes sparkling clean as it did when new.

Replaced broken plastic clips on pivoting rack
Despite being rather "un-handy" around the house, I was able to do the repair in just a few minutes with no tools and no new damage. First I carefully noted which plastic clips were in each position on the tray, drawing pictures before removing the old pieces. Then I unsnapped the pivoting rack from the broken clips, removed the broken clips, inserted the new clips, and re-attached the pivoting rack.
Now it works!

Upper tray wheel strip broke. Lower adjustable plate rack clip broke
The most difficult part of the repair was to figure out how the two retaining clips at the end of the rack slides came out. Once those were removed, it was a simple matter of replacing the broken wheel mounting strip with the new one. A simple "place and clip-in repair process." As for the repair of the adjustable clip. A simple "snap-in-place"repair was all that was needed.
