Compactor bag box says for 18 gallon compactor. They do not fit, too small

Based on the model information you provided, this 60 pack of 18 inch compactor bags is listed under your model number, so they should be designed to work with your compactor. There are other bags listed under your model number. There is a 15 pack of 18 inch compactor bags, part number PS1964581. Both of these are listed as working with your model. If you did not receive the correct bags, it is possible that they were mis-packaged at the factory or the place where you purchased the bags from, sent you the wrong ones.
