Was discouraged seeing rust on both upper and lower racks. Remebered prior dishwasher and $300+ estimate for the racks. But the rusty parts were only some of the small moveable parts of the rack. Each one just snapped out, and the replacement snapped in. No tools at all. Five minutes and $55 later the racks looked new.

removed old damaged tines and snapped new tines into place. Saved myself some cash, received the product in less then 5 days and did not have to drive over to the appliance store in the next town and wait two weeks for them to place the order and at a substantial savings. Purchased a replacement lower rack WPL 99002572 (which had the wheels but not sure that it still does.) Used the old fold down shelf but this might be available as a part. The rack didn't have the tines near the rear of the rack on either side--my old one had fixed/welded tines so I didn't expect this and needed replacement parts to fix it. I Ordered 4 straight clips AP4112831 (99001436)CLIP, FOLD AWAY TINE to hold the tines. There weren't any recommended tines, so found and Ordered 2 each Front place and Rear Bowl tines WPL 12002218 x 2 and WPL 99002138 x 2 that looked about the right length. Used them in pairs. On one side of the rack (right side), only the bowl configuration works--this is because the tines catch on the edge of the basket and won't fold straight up. On the other side (left), I can switch between bowl or straight tines by folding them different ways. To make this work,clip the tines to the basket so the tines set a little closer to the center of the basket than you might expect, in order to allow the tines to 'float' enough to rotate to the opposite configuration. I had to experiment with the clip location so needed a needle nose pliers to gently unlatch the clips so that I didn't break them. I also ordered a clip AP4113042 (99001746)Latch, pivoting tines--but didn't use them with these bowl tines. They might be useful with a straight tine for latching the top to the outside of the basket.
Ordered BOTH the front and rear tines as the front tine showed some superficial rust through the plastic covering in a couple of spots. Re-used the tine holders which were still solid condition and flexible. Snapped bowl holder tine unit out of dishwasher, snapped new tines in place, snapped unit back in dishwasher. Took 5 minutes or less. All other parts of the dishwasher rack were still in excellent condition with no cracked spots on the vinyl covering or rusted spots visible anwhere.

The tines simply clipped on and off so it was easy as clipping the new ones in place.
Replaced old basket but the new one doesn't come with the handle. To remove handle from old basket I used a butter knife to slip through small notches that hold basket handle to basket.Easily replaced front and rear tines by using clips that held the rusted ones on. Simply observed how the old clips held tines in place and copied.

The repair to the lower wash rack could be done with my fingers. Purchasing 4 parts was cheaper than buying a whole new rack.
Very east to repair.....pop out the rusted tines from the clips and pop in the new ones.
The old tines just snapped out and the new ones snapped in. Very easy.
Very easy: simply snapped out rusted part and replaced with new part, which fit perfectly. Two minutes tops!

I pulled the damaged tine bowls out buy removing clips that secured the damaged tine bowls to the lower dishwasher rack. I attached the original clips to the new tine bowls and recliped the the clips to the dishwasher rack. I had to make sure I had the tine bowls facing correctly so tried this out first before attaching them to rack. It was a very painless repair.
