Is this the lever that toggles between "Lock" and "Unlock"? As opposed to the lever on the opposite side of the mixer which controls the speed.

Hello Michael, thank you for contacting us. The latch lever, part number PS11740539, is an assembly of latch, lever, and link. This assembly locks the head into place during mixing. Its replacement is necessary when the head will not lock into place. It also allows you to lock and unlock the mixture hence enabling you to tilt the mixer head. The locking mechanism to the mixer is broken. The unit will not lock. Looking to replace this item.
