Will not shut off/turn off with remote or control panel buttons, runs continuous. Could it be the PC board?

Fan blade broken when purchased Vibration very bad
Removed Window Air Conditioner from box purchased New. Plastic Fan Blade was broken when purchased and Appliance store would not repair. Second phase removed cover from the fan area removed and replaced fan blade replaced cover and reinstalled unit into the window case.
