Upper Aggitor turned freely, did not aggitate

I removed the liquid softner insert, then I removed the barrier cap and o-ring. I used a 3/8" drive ratchet , 12" extension and a 7/16" socket to remove bolt and washer that holds the upper aggitaor to the bottom aggitator. I then removed the upper aggitator from the muchine and removed cam that hold the directional cogs. Inserted the new cogs and reassembled in revese order.
