You don't need any tools for this repair. Everything snaps apart and back together again. First, flip open the two blue end stops on the upper rack rails. Pull out upper rack, place on kitchen counter. Begin on the inside of the adjuster you're replacing (I had to do both). There are plastic clips at both ends of the adjuster that hold it tight to the rack. One is longer, one is shorter. Unclip the long one from the rack by pushing with your fingers. Then slide the clip until it is free. Slide the short clip up until it is free. Set both clips aside. There is one plastic clip remaining in the center of the adjuster. Remove it by squeezing and pushing the tangs that stick through the the rack into the adjuster. The adjuster is now free. Remove and replace adjuster with new part and reverse sequence to install. Note: if adjuster does not operate properly up-down (there should be a "click" at both positions), remove the adjuster and move the blue lever inside the plastic housing on the rack. Re-assemble and re-test for "clicks". It took me a few times, but I finally got it. Put the rack back in the dishwasher and flip close the blue end stops. Done!
