Thought it was the front display since the light would go on and off sometimes when trying to dispense items controlled by this panel, however the panel was not the issue. The panel goes in easy so if you ever have to do it you can, with a little muscle to get the door trim off.
The problem was actually with the main control board located in the back of the unit. Right next to the large heat sink on the board there are two 370 uf 25v capacitors, which are located to close to an item that gets hot. The capacitors had "exploded" and needed to be replaced. The actual problem, which explains the symptoms, is that the power supply is now not supplying consistent power. This could be fixed by replacing the whole main control board, your price was by far the best on this item and for less than $100 most people should probably do this, however I opted to replace the parts. $1 for two capacitors and some time and the problem was fixed.
