The lid was rusting so I removed the inner panel to se what was gong on. It appears that May Tag did a poor paint job on the underneath side which began to rust. I repainted with appliance tough up and when I went to reassemble the inner lid I broke the tab off;

I just took more time snaping the inner panel into the brackets on the inside of the lid. The first time I tried to force it and it really is an easy fix if you are properly aligned.
