I thought it was the water valve, so I ordered a new one. I installed the new part and the problem did not cease. It ended up being the cold water spigot being the problem. The head of the screw that holds the seal on fell off and was obstructing the flow of water. I failed at troubleshooting. $5.99 water spigot fixed it.

I did appreciate the speed of delivery of the washer parts and the valve worked when I installed it. (after I fixed the spigot) I would order again, but after better troubleshooting.
